UTPL, founded in 1971, is a private catholic university. The university has adopted a 10 year strategic plan to advance its teaching and research goals as well as values for social transformation.

EBLA was commissioned to prepare a Campus Master Plan that would plan for the growth and evolution of the university campus and overall site and help the university to implement its academic goals.

The Master Plan is a 20-year vision, outlining principles, strategies and proposals that will guide future decisions and that can adjust to changing circumstances and needs of the university (academic, social, cultural, economic and environmental) in both the short and long term.

These proposals are fully described within a planning framework context. The Campus Master Plan Planning Frameworks  describe the vision for transforming and improving the campus and for providing stronger community connections through a series of proposals, strategies and specific initiatives.
